In the 20+ years that I've served as a Director at Marina Coast Water District (MCWD), I’ve voted consistently to provide our customers with clean, reliable, inexpensive water and the safe removal of wastewater. I've helped to protect our groundwater and supported water conservation and recycling.
I have served as the District's representative on the Board of Directors of Monterey One Water, the Fort Ord Reuse Authority and the District's Water Conservation Commission. I served as the first chairperson of the Water Conservation Commission when it was originally established. And I have served for several years as the president of the Special District's Association of Monterey County.
I’ve consistently fought Cal Am’s attempts to illegally take groundwater from the Salinas Valley Groundwater Basin. I’ve voted for projects to detect and reduce the seawater threat to our groundwater; opposed extraordinary giveaways of public money; and supported the acquisition of technologies that will provide excellent customer service. I also fought to have Marina Coast Water District recognized by the State of California as a Groundwater Sustainability Agency over the District's entire service area.
My educational background includes a Ph.D. in Industrial Engineering, a M.S. in Operations Research and a B.A. in theoretical mathematics with a minor in physics. I have taught at various graduate and undergraduate schools since the late 1980s.

Water and wastewater systems have become much more complex over time. These systems require careful engineering and experienced managers to operate successfully with minimal failures. And from a health perspective, potable water systems must provide us with clean drinking water 24/7/365. Furthermore, the politics of water have become absolutely complex, even Byzantine. So you need to have at least one qualified and experienced board member helping set District policy and a very experienced staff advising about and executing those policies.
My experience and engineering background make me uniquely qualified to serve as a member of the Board of Directors of Marina Coast Water District. I can evaluate the engineering and planning activities proposed by District staff. I have years of experience navigating local water politics and have good personal relationships with many decision makers in other local water agencies and organizations. So please vote for me in the November election.
